But wasn't there supposed to be a scare in the governor's room where one of the submerged heads turned out to be a real walker hiding behind the glass and then jumps out? I haven't heard a single thing about it, seen it for myself, or in a video. I'm really disappointed because that sounded like a super genius scare. One bobbles more than the others, but there's no scare from it look at 7:30 you can also clearly see that there is no water in that tank too Its not in this video I cant find the one I seen in it but Penny was behind the tank.
