The government has been storing a secret substance and they've been testing it on the dolls in an attempt to turn them into real humans. Only, they've just been testing small amounts on body parts in order to see if they'll come alive. An insider knows what they're testing and he wanted to dump the substance into the facility's toilets in order to get rid of it once and for all.
